Online Education Program (Draft for Discussion)

Digital and Mobile Governments- A Global Perspective

This Online Program is intended to educate government officials especially in the developing countries. The Program consists of a series of short online courses that emphasize the use of emerging technologies in e-Government and m-Government projects. Extensive online resources will be used for hands-on experiments and investigations. The attendees will be able to lead the e-Government/m-Government initiatives by using the extensive array of resources provided by the Online Program.

Key Features of Courses:

  • All courses are offered completely online

  • An advisor is assigned to help you through each course and answer questions

  • Each course involves 8 hours of instruction that must be completed within two months after enrollment

  • Each course requires approximately 1 hour of offline work for each one hour of instruction

  • Critical analysis of at least two case studies is required for each course. The case studies are based on real life situations from different countries for global and practical insights.

  • Most of the learning comes from extensive projects that require hands-on experiments, simulations and self-assessments. Each course requires one project that the attendees first solve by hand and then through a computer aided environment.

  • A Computer Aided Environment for Strategic Planning, Architectures, Acquisition, Controls and Education (SPACE) will be made available to all students for extensive hands-on experiments.

  • All attendees will collaborate with each other through a social network for an enriching experience.

  • An ‘Automated Counselor’ will guide the attendees to pursue most appropriate programs of studies, including programs offered by other institutions.

Sample Course Outlines

Course 1: Overview of Digital and Mobile Governments

  • Overview – Governments in the Digital Age (Govt 1.0 to Govt 3.0 and beyond).

  • Review of eServices and MServices in the Government Sectors. Examination and analysis of vertical sectors such as Health, Education, Transportation, Commerce, Public Safety and Welfare and the horizontal sectors such as Information and Communication Technologies (ICT).

  • Global Perspectives on Digital and Mobile Governments with case studies and examples.

  • Hands-on Project: Each attendee selects 2 industry sectors, examines these sectors for three countries and develops rough patterns for the two sectors by hand. The attendees then review the SPACE Pattern Repositories and compare/contrast their patterns with those provided by SPACE.

Course 2: Introduction to Strategic Planning, Engineering and Management for e-mGovernment

  • Principles of Strategic Planning, Engineering and Management for e-M Government.

  • Strategic issues in government initiatives, business process and business process reengg, application layer and ERP solutions in governments. Strategic Alignments.

  • Strategic Decision Making: KPIs, cost/benefit and SWOT analysis in government initiatives.

  • Examination of major case studies and examples of strategic planning projects.

  • Hands on Project: Development of a Strategic Plan and Architecture for a simple eService and MService first by hand. Development of the same Plan and Architecture by using SPACE Environment. Self Assessment and improvement of the results based on the hands-on experiments.

Course 6: Emerging Technologies: Mobile Computing and Wireless Communications

  • Overview of Mobile Computing and Wireless Communications – the Latest Trends.

  • Examples of Mobile Apps: SMS, MMS, MEBA (Mobile eBusiness Apps), M-Commerce and M-Government Apps, Positional Apps (Location-based Services) in Business and Government, Wireless Sensor Apps.

  • Recent Developments in Wireless Infrastructure Needed for Mobile Apps: Wireless Middleware Services, WiFi, 4G, LTE, and Wimax, Personal Area Networks (Bluetooth, Zigbees, UWB),Satellite Communications.

  • Examination of major case studies and examples of Mobile Computing and Wireless projects.

  • Hands on Project: Development of a complete Plan and Architecture for a Mobile Services Initiative (e.g., a Wireless Community or City) first by hand. Development of the same Plan and Architecture by using SPACE Environment. Self Assessment and improvement of the results based on hands-on experiments.

Course 10: Enterprise Architecture and Integration in Large Initiatives

  • Overview of Enterprise Architectures and Integration in Large Initiatives such as Digital Health, Digital Cities, eTransportation and Public Safety and Welfare.

  • Recent developments in Enterprise Architectures and Integration (e.g., TOGAF, FEA, NIEM, SOA, ArchiMate) with focus on strategic and management implications.

  • Examination of Major Case Studies and Examples from different countries around the globe.

  • Hands on Project: Development of a complete Plan and Architecture for a Mobile Services Initiative (e.g., a Wireless Community or City) first by hand. Development of the same Plan and Architecture by using SPACE Environment. Self Assessment and improvement of the results based on hands-on experiments.
